Soviet Foreign Minister Vyacheslav Molotov sent German Ambassador Friedrich Werner von der Schulenburg a message noting that the Soviet Union would like to gain Bessarabia and Bukovina from Romania. This greatly alarmed the German OKW as the German military was dependent on Romania as a source of oil and fodder.
